We should have the ability to upload a CSV that defines the domains to create mailboxes for and the number of mailboxes to create.

Right now, domains have to be selected manually, and there's no way to define which domains need 1 mailbox and which need 2.

An API to manage creating mailboxes would also be acceptable.
